OUR PROCESS
A balanced approach of Training and Technology is vital to a successful active shooter mitigation program. Over the years, lack of training and an understanding of how technology and facility hardening measures integrate and function successfully, has attributed to a variety of failures during active shooter events. Real time surveillance, identifying escape routes and safe corners, understanding the difference between cover and concealment, adopting and updating app based alert/reporting systems, teamwork and vigilance, and even the importance of ensuring doors are locked and secured, are just a few important issues that need to be continually addressed and trained upon.
LET US GUIDE YOU!
It can become overwhelming. The Blueline SCG School Safety Playbook is an easy to follow guide to help Security and Operations Personnel navigate through the different levels of technology products and training programs, based on importance and priority. We share our extensive experience from our analysis of vulnerability, past successes and failures, and viable solutions, to create an easy roadmap for our clients to follow as they balance the difficult task of getting the most out of their budget, while meeting the safety needs and requirements for what they are tasked with implementing.
HOW IT WORKS
Facility Hardening Measures and Technology, and Training Procedures are all ranked based on importance. Basic, Better and Best. Three ways to earn points with the goal to score as many touchdowns as possible. For example, having a Safety Monitor on campus-10 yards, Unarmed Certified Security Guard-50 yards, Armed Certified Security Guard or SRO-Touchdown! The Playbook should be followed with the understanding that technology and trends are constantly changing, and your Playbook is always evolving. In reality, your security plan is "never" complete. That's why we encourage planning and earmarking based on needs, so budgeting can be a seamless task.
HOW WE WIN!
Here is an example of a 10 Yard Play. Exterior Door Locks. Although it only has a 10 Yard value, it is the most basic play you can make. Why? Because maintaining a secured perimeter is imperative!. It's not just having quality locks, it's making certain they are "always" secured. At Robb Elementary in Uvalde, we learned that the door in which the attacker entered was "not" wedged open, but unlocked. When it was pulled closed by teacher Emilia Marin, the door latched and she thought it was secured. However, the override locking mechanism had been left unlocked the prior day. This proved to be a horrific lesson as to why constant pulling on door handles to ensure they are secured, should become a proactive, constant routine for "all" personnel.
All roads lead back to Columbine... Since the April 20th, 1999 attack, there have been over 400 school shootings in the United States, in addition to a multitude of attacks on Businesses, Government Buildings, Outdoor Venues, and Religious Institutions. In the majority of these attacks, investigators have discovered manifestos and/or social media postings, similar to the manifesto created by the Columbine attackers, outlining their intentions. This trend is referred to as "leakage." The Blueline Training Program guides individuals on the signs and clues to look for to address a potential threat and stresses the importance of early reporting so Law Enforcement may intervene before its too late.
