James R. Billig

For over 34 years, James R. Billig has dedicated his career to law enforcement, public safety, and innovative security solutions.

James served as a police officer with the Port St. Lucie Police Department in Florida, working in multiple capacities, including Traffic Homicide Investigations, Traffic Enforcement, Field Training, the Special Investigations Division, and the Professional Standards/Accreditation Divisions. In 2002, he led the development of several traffic safety initiatives that successfully reduced traffic fatalities and injuries across the city. His efforts in public education and community partnerships earned prestigious recognition, including second-place honors in the 2003 Law Enforcement Challenge for the State of Florida and first place in 2004. His programs also received national and international accolades from the International Association of Chiefs of Police (IACP) Annual Competitions.

James was subsequently named Florida’s first Occupant Protection Officer, a testament to his leadership and commitment to public safety.

Transitioning to the private sector, James co-founded four security companies and now serves as the CEO of BLUELINE Security Consulting Group (formerly Blueline 360 Inc.). Since 2016, he has focused his expertise on saving lives through the creation of active threat mitigation technologies, training products, and programs.

An accomplished innovator, James was awarded his first U.S. Patent for his initial Active Shooter Alert System and currently holds five pending utility and method patents aimed at delivering rapid alerts and facilitating effective responses during active threat situations.

He is also the creator of the AECE (Alert, Evade, Cover, Engage) Program, a practical and actionable system that has been taught to thousands of end users and supporting law enforcement agencies nationwide since 2018.

James continues to lead BLUELINE SCG with vision and dedication, committed to developing cutting-edge solutions that enhance public safety and community resilience.

 

James N. Olson

James N. Olson is a highly accomplished law enforcement professional, instructor, and tactical expert with over three decades of service in Florida policing and security leadership.

James began his career with the Port St. Lucie Police Department in 1988, serving the community for 34 years and achieving the rank of Master Officer. As Training Coordinator, he played a pivotal role in developing and delivering advanced training programs, shaping countless officers’ careers and enhancing departmental readiness across multiple disciplines.

Following his tenure in Port St. Lucie, James continued his leadership journey as Northern Campus Commander with the Florida Atlantic University Police Department, holding the rank of Lieutenant and overseeing critical operations and campus safety.

His dedication to ongoing professional development is evident in his extensive educational achievements, accumulating over 930 credit hours in law enforcement-related continuing education at Indian River State College.

James has provided expert witness testimony for Florida’s 19th Judicial Circuit in areas such as street-level crime, use of force, and traffic homicide investigations. His publications include “The Olson Combat System Level 1,” authored in 2015, reflecting his innovative approach to tactical training and personal defense.

Dennis (Active Law Enforcement)

Dennis brings nearly five decades of combined military and law enforcement experience to the BLUELINE SCG team, embodying a career dedicated to public safety, tactical excellence, and community protection.

After serving 20 years in the military, Dennis transitioned into law enforcement, where he has spent 28 years working across nearly every facet of the profession. His extensive background includes patrol, community policing, narcotics investigations, street tactical teams, and critical roles within SWAT as an operator, team leader, and team commander.

A recognized expert in high-risk operations, Dennis has participated in large-scale joint missions alongside local, state, and federal agencies, executing high-risk warrants and operations targeting gangs and violent criminals. His experience also extends to dignitary protection, having completed numerous tactical and protective detail schools, and working security operations for dignitaries at all levels — from local officials to foreign leaders and the President of the United States.

Dennis has trained extensively with military, state, and federal partners in firearms proficiency, close quarters battle (CQB), high-risk warrant execution, surveillance and counter-surveillance, undercover operations, and protective service details. He has completed countless courses and conferences in disciplines including emergency management, site security, CPTED (Crime Prevention Through Environmental Design), self-defense, EOD (Explosive Ordnance Disposal), leadership, tactical planning, and operations.
